Is there a way to remove the comment related links in the blog area so it is only used to publish articles?

    I'm fairly certain that's what you are after, and you'd just past it into an html code box element on the blog page.

    what if I have separate pages for some categories using the blog preview element? place it there also?

    I placed that exact code in a html element  on the main blog page and the comment links are still showing. I even turned off page caching.
