Why yes you can. Here is a step by step guide:
1. set up a new account or choose an account that you want to use to serve as the default template.
2. log into the account that you just made and set it up with the elements and things that you want on it.
3. When you are done making changes and have everything the way you want it log out of the account you made or are using and log into your administrator account
4. click on the manage site link (usually at the top of the page)
5. On the management bar at the top click on "settings" and then click "manage settings"
6. Once the page is loaded , on the left side of the page click on "Profiles and Groups"
7. In the "profile template" field type in the name of the account that you created or wish to point to.
8. At the bottom of the page click "save changes".
Thats really all there is to it.
