How do memberd add groups?

I must be missing something.  Did I accidentally disable the ability for an individual to add a new group?  I don't see anything on the group page that allows this.  Thanks for any help!

    The only thing really coming to mind would be that you have the access level for creating a group set too high. Go to the group page, and on the top right of the group element is an edit button. Click that, and make sure that in the options that appear, you set the access level required for people to create a group to 1.
