Junior, it seems to me that you answered your own question. You cannot post Google ads to your site without being accepted into the Google Adsense program. Should you try to post others ad sense code, Google will more than likely continue to deny you. Ads contain a publisher id that is tied to your account where certain domain names are approved. Your best bet is to first create a rich content site with SEO and design in mind. Google will pretty much accept you into their program if your site is put together well and you sign up with your domain email (junior@juniorsdomain).
