Disable 'Add Topic'

Is there a way to disable 'Add Topic' and just have members to make and veiw them? I would like to keep comments but some people on my website are a bit nervous when it comes to allowing people to post on their own Topics.

Any ideas or hints I would appriciate it!

I'm a little confused with your wording in regards to what you are trying to do. You say you want to disable "Add Topic", but you want to have members be able to Make them which is essentially the same things as adding one. Elaborate
