My favorite are the Orcs, or Orsimer. The story of their race is tragic, and their culture's a bit self-defeating and clannish, from what we've seen, but to me, they're the most interesting and relatable race in the series. Thanks to how "wild" or barbaric they still are compared to the other races, I feel like they're one of the better races to roleplay, too. And, on a lighter note, they've had the best appearance options of any race since Skyrim, where they had all kinds of unique hairstyles, eye colors, and the best warpaint. They're not bad in ESO, either; they weren't given any unique hairstyles, as far as I can tell, but they do have a great selection of eye colors, skin tones, and voice types.
I was a sucker for green skin in Skyrim, and I'm a sucker for silvery-blue skin in ESO. I just love their + shaped pupils, too, which I'm glad they kept in ESO, and it's great to be able to choose from shades of blue, purple, green, brown, red, and gold for eye color. Oh, and their racial passives have always been great. I can't think of any negatives to being an Orc! The bandits yelling, "Die, Orc-filth!" in Skyrim only ever egged me on further to beat them, and there are hardly any nasty comments at all to deal with in ESO for being an Orc.
The Nords and Orcs have a really cool "ultimate badass" sort of lore. I enjoy reading the stories of all the great warriors that have lived in many eras. The Khajit, Argonians, and Redguard lore have really ancient or primal lore stories that are interesting to delve into. Out of the elves, which are less interesting to me, I'd have to say the Dunmer have the most interesting lore of the living elves, but Ancient Falmer first, then Dwemer, if we count them. The lore goes so in depth past the elder scrolls games that it is hard to not to research many of the races.
