  There isn't really a way to shut it down within the management features, but most people would just switch the site over to a private site requiring invite for awhile. That can be done in the management settings. From there, you may want to keep existing members from logging in and seeing anything. That can be achieved by setting the access levels of your pages up to 9 and then selecting the option to "not always show link". That hides your pages from everyone.
