Messaging Members who aren't "Friends"

Is it possible to change the private messaging permissions so that members can send private messages to members who aren't their "friends?"  Right now you can only send a private message to someone on your friends list.  I couldn't find anywhere to change this permission.

    That is actually something that only  "each member" of your website has control of. On the profiles, there is a privacy setting link, and after clicking that there is an option to set who can message you. It can be set to anyone or friends, so that is where the limitation comes from.
