Changing Discussion Category Order

Is there a way to change the order of the categories when adding them to a discussion page?  If I want the welcome topic to be the first one on the list how do I move it?

    If you go to your discussions page, you'll see a add category link. Click on that link, and a dialog box pops up. In that box, you'll see all of your categories. On the left of each category, you'll see up and down arrows. Hover those, and then choose how to line the categories up accordingly.

    Thank you so much, that helps.  I had originally tried doing that but it wasn't working but now that I've logged off and logged back in it works.
