This is solved; it is for anyone who should need the answer.
I was playing around with "Theme Modifier" and added the "header appear on top of page"
Because I have a custom banner appearing across the top my site, it move the "manage site panel" way at the top, where I couldn't get access to it, it was hidden.
When I log on/off I could not get access to the "manage site".
The fix.
Login to...

Click account.
Option - Manage.
Undo the changes you made to cause the problem.
