Adjusting Top Navigation Bar

My page width is 980px. I've noticed that my navigation background doesn't extend the entire width. It doesn't matter if I use a plain color or an image, the bar doesn't reach the sides on the right or the left, leaving an unsightly gap.

Is there any way to fix this using a custom modifier?

    While I'm certain that there is a way, if not multiple ways to fix the dimensions with Css -aka custom modifier, it's really hard to determine what the approach would be since it varies from site to site based on many aspects of the layout.
